Why convert a garage?
A garage already has a slab, walls and a roof, so converting one can be a faster route to extra living space than building from scratch. It's a popular way to get a guest suite, a home office, a bedroom for a teenager or a small casita for a parent. The City of Tucson lists garage conversions as one type of interior ADU on its ADU page, so inside city limits a converted garage with a kitchen and bathroom can be an ADU.
A converted garage still needs a permit. The City of Tucson's residential permits page lists remodeling of existing structures among the projects that need a permit and inspections, and Pima County and the towns have the same expectation.
What it takes to turn a garage into living space
The floor
Garage slabs usually sit lower than the house and slope toward the door so water drains out. For living space the floor has to be leveled and brought up, with moisture protection, before any flooring goes down.
The garage door opening
The big opening gets framed in as a normal wall, usually with a window or a door, then sheathed and finished with stucco that matches the rest of the house. Done well, nobody can tell it was ever a garage. Done badly, it's the first thing a buyer notices.
Insulation and cooling
Garages are rarely insulated, and a Tucson summer will find every gap. Walls and ceiling need insulation and drywall, and the room needs its own cooling, usually a ductless mini-split, because the house system may not have capacity for it.
Windows, egress and light
If the room will be used for sleeping, building code requires an emergency escape window. Good window placement also makes the space feel like a room, not a converted box.
Plumbing and power
A bathroom or kitchenette means new drain lines, often cut into the slab, plus water supply and a bigger electrical load. If your water heater or laundry sits in the garage now, the layout has to work around it or relocate it.
Structure
Some garage conversions uncover framing or beam problems that have been hidden for years. We handle structural repair in house, so those get fixed properly.
Rules to check before you start
- Jurisdiction. City of Tucson, unincorporated Pima County, Oro Valley, Marana and Sahuarita each review conversions under their own code. See who issues permits in our Tucson casita rules guide.
- ADU or guest house status. Inside the City of Tucson a converted garage with a kitchen can be an interior ADU. Pima County's guest house rules describe a guest house as a detached structure, so a detached garage is the one that may fit that path. We confirm the category with the permit office.
- Setbacks. Older garages built close to a property line can raise setback questions once they become living space.
- Parking and HOA rules. Arizona's HB 2720 stops cities like Tucson from requiring extra parking for an ADU, but HOA CC&Rs in many Oro Valley, Marana and Sahuarita neighborhoods can restrict garage conversions or require covered parking. Check before you design.
What a converted garage can become
- A casita or ADU with a kitchen, bathroom and sleeping space for a parent, an adult child or a tenant (see our ADU builder page).
- A guest suite with a bedroom and bathroom but no kitchen.
- A home office or studio, where good windows, insulation and quiet cooling matter most.
- An extra bedroom connected to the house, which needs an emergency escape window and proper cooling.
- A family or game room that opens into the main living area.
The use decides the plumbing, the electrical load and the permit category, so we settle it before drawings start.
Garage conversion or new casita?
A conversion uses a structure you already have, but you lose the garage. A new detached casita keeps the garage and gives more privacy, at the cost of a new foundation and roof. Our casita vs home addition guide and casita cost guide help you weigh it, and our casita floor plans guide shows how layouts fit into small footprints.
How we handle a garage conversion
We look at the slab, framing, roof, utilities and setbacks on the first visit, confirm the rules for your lot, and give you a written estimate. One licensed team (AZ ROC #344537) does the framing, structure, stucco and interiors, so the new room matches the house inside and out.
