Building west of the Tucson Mountains
Picture Rocks is a rural community on the west side of the Tucson Mountains, northwest of Tucson, with addresses mostly in the 85743 and 85653 ZIP codes. Saguaro National Park's western district is minutes away, and the Ironwood Forest National Monument is reached from its southwest edge. The census counts the whole area as rural: about 9,500 people spread across roughly 70 square miles.
Lots here are big. The median is about an acre, and parcels of 1 to 5 acres are common. Homes range from the 1960s to brand-new builds, with a median build year around 1996, and the housing is a real mix: site-built homes, custom builds, and manufactured homes. The community also formed its own fire district back in 1977, which says a lot about how independent it has always been.
Who issues permits out here
Picture Rocks and most of the desert around the west side of the Tucson Mountains are unincorporated Pima County, so building permits come from Pima County Development Services. Some parcels toward Avra Valley and the northwest sit near or inside the Town of Marana, so we check the parcel on the Pima County Assessor site before any design.
In the county, a detached casita is a guest house: one per lot, a kitchen is allowed, it shares the main home's driveway and access, and it can't have its own utility meter. On acreage, the rule that limits most projects isn't the lot size, it's the land itself.
Washes, septic and access on rural lots
- Washes and sheet flooding. The desert west of the mountains drains through a web of washes, and some areas see sheet flow in heavy monsoon storms. In unincorporated Pima County, nearly any improvement in a regulatory floodplain or erosion hazard area needs a floodplain use permit first. Placement and finished floor height often come down to this.
- Septic. Most homes here are on septic. New systems need county construction and discharge authorizations, and adding a bedroom or guest house can mean checking or enlarging the existing system. That's best known before design.
- Access and utilities. Long driveways, unpaved roads and distance from power all affect cost and scheduling. Trenching on caliche can be slow.
- Manufactured homes. Work on or next to a manufactured home can involve different rules than a site-built house, so we confirm what applies to yours before planning an addition.
Custom homes and guest houses on acreage
An acre or more of open desert is a good canvas for a custom home. The best designs here sit the house on the high ground, orient it for the mountain views and the afternoon sun, and leave the wash corridors alone. We handle the framing, structural work, roofing and stucco with our own crew, which keeps things moving on a site far from town. Our custom home process guide and custom home cost guide walk through the stages and what moves the price.
For families already here, a guest house or an attached addition is often the most practical way to add space. A sturdy deck or covered patio makes the views usable year round.
Repairs on older west side homes
Homes from the 1960s through the 1990s out here take a beating from sun and wind. We repair roofs and flashings, stucco and block cracks, rotted fascia and porch posts, and older framing that was added on over the years. No job is too far out to look at.
