Building and remodeling in Dove Mountain
Dove Mountain is a master-planned community in the Town of Marana, in the foothills of the Tortolita Mountains, with Marana 85658 addresses. It opened in 1998 and covers about 6,200 acres with roughly 5,000 homes. The name comes from the Tortolitas themselves: tortolita means little turtle dove. Inside it are Del Webb at Dove Mountain, a 45-and-over community of single-story homes, the Saguaro recreation center, and the Ritz-Carlton Dove Mountain resort with its Jack Nicklaus golf course, which opened in December 2009. Trailheads like Wild Burro lead into thousands of acres of preserved Tortolita desert.
Homes here are newer and often well built, so projects are less about fixing failures and more about upgrading: kitchens, primary baths, wet bars, built-ins and outdoor living, plus the occasional addition or casita.
Who issues permits in Dove Mountain
Dove Mountain is inside the Town of Marana, so permits come from Marana's Development Services, not Pima County or the City of Tucson. As in most master-planned communities, exterior projects usually need sign-off from the HOA or architectural review committee too, so we plan for both approvals from day one.
Casitas work a little differently here. Marana adopted an ADU ordinance in December 2024 that mirrors the state's ADU law, but by its own terms it only takes effect once the town's population reaches 75,000. Until then, a casita or guest suite follows Marana's existing zoning rules plus your CC&Rs. We check both for your lot before any design work.
What Dove Mountain owners call us for

- Additions and casitas. Guest suites for visiting family, within what the town and HOA allow. See additions and casitas.

Working inside a planned community
Architectural committees in communities like Dove Mountain usually care about anything visible from the street or a neighbor's lot: roof lines, stucco color, window frames, walls and lighting. They typically want drawings, a materials list and color samples. We prepare that package, submit it and build the review time into the schedule, so the town permit isn't waiting on the HOA.
Because our own crew does the framing, stucco and roofing, exterior changes match what the committee approved. Inside, we keep the work area contained and clean, since most Dove Mountain projects happen while the owners are living in the home.
Planning a Dove Mountain remodel
Interior remodels are usually the simplest projects here, because a kitchen or bathroom that doesn't change the exterior often needs only the town permit, if any, and no HOA review. Anything that touches the outside, such as a new window, a patio cover, an addition or a roof change, typically goes through both. A typical order looks like this:
- Walkthrough. We look at the home, talk through layout and finishes, and note anything that affects the exterior.
- Written estimate and selections. Cabinets, tile, fixtures and colors chosen up front so the price holds.
- Approvals. HOA package first where needed, then the Town of Marana permit.
- Build and inspections. Our crew does the work, with town inspections at the required stages and a final walkthrough with you.
